Despite rumors circulating of re-casting it has been announced that Universal is close to landing deals with Aaron Johnson, Christopher Mintz-Plasse, and Chloe Moretz for Kick-Ass 2. Evidently the reason this has become such an issue is because all the actors in the first movie (made by Lionsgate) didn't have sequel clauses in their contracts so Universal basically has to start over with the sequel.
I'm excited for Kick-Ass 2 so hopefully everything goes according to plan and they can get everyone who needs to come back on the project. To have continuity they would also have to try and get back Evan Peters (Todd), Lyndsy Fonseca (Katie), Clark Duke (Marty), and Omari Hardwick (Marcus).
