E. Roger Mitchell (The Crazies, Battle: Los Angeles) has been cast as Chaff in The Hunger Games: Catching Fire. Chaff is a former victor from District 11.

Chaff is from District 11 and won the 45th Hunger Games.
Despite losing his hand in his Hunger Games he refused a prosthetic and still participated in the Quarter Quell.
He was one of the few who knew of the rebellion plan prior to the Quarter Quell.
Referred to as a troublemaker.
He was killed by Brutus while trying to protect Peeta during the Quarter Quell.
